Newfoundland & Labrador Provincial Nominee Program

British Columbia, Canada (near Vancouver)The Newfoundland and Labrador Provincial Nominee Program (PNP) is designed for immigrants who intend to settle in Newfoundland and Labrador. The nominees must settle in Newfoundland and Labrador and have sufficient ability to communicate in either English or French. Financial criteria applies for Immigrant Entrepreneur and Immigrant Partner categories.

Occupational / Skilled Worker:

Skilled workers with a bona fide employment offer in Newfoundland and Labrador can apply for Newfoundland and Labrador PNP. The employment should be within the strategic sector list (biotechnology, environment industries, aerospace, information technology, research and development, science and technology, manufacturing, oil and gas, mining, agricultural and agrifood, healthcare, tourism, creative and cultural industries, and fisheries). The employer must demonstrate that the applicant's skills could not have been met locally or the position was extremely difficult to fill, and that the skills have a critical impact on the employer's operating ability. Applicants who have been working in the province on a work permit for at least six months can apply for the PNP. They also need to score at least 50 points on the Newfoundland and Labrador self-assessment. They may also be required to visit Newfoundland and Labrador for a pre-employment interview.

Immigrant Entrepreneur:

Immigrant Entrepreneurs with at least $450,000(CAD) including minimum liquid assets (cash, deposits, stocks, and bonds) of $350,000 can apply for Newfoundland and Labrador PNP. Entrepreneurs need to make a minimum business investment of $200,000(CAD) to establish or purchase a business in Newfoundland and Labrador.

Immigrant Entrepreneurs must have more than five years of senior management or direct entrepreneurial experience in a business similar to the one proposed. They also need to score at least 50 points on the Newfoundland and Labrador self-assessment and are required to make an exploratory visit to Newfoundland and Labrador.

The business investment must be within the strategic sector list (biotechnology, environment industries, aerospace, information technology, research and development, science and technology, manufacturing, oil and gas, mining, agricultural and agrifood, healthcare, tourism, creative and cultural industries, and fisheries). Immigrant Entrepreneurs cannot establish businesses such as retail and wholesale operations, financial services, business and personal services, most professional practices, and real estate and construction businesses.

Immigrant Partner:

Immigrant Partners are prospective immigrants with business or entrepreneurial skills and expertise who wish to partner with other prospective immigrants (up to three immigrant partners) and take an active role in establishing a new business or investing in an existing business in Newfoundland and Labrador.

Immigrant Partners with at least $750,000(CAD) including minimum liquid assets (cash, deposits, stocks, and bonds) of $350,000 can apply for Newfoundland and Labrador PNP. Immigrant Partners need to make a minimum business investment of $200,000(CAD) to establish or purchase a business within the northeast Avalon region (the greater St. John's area) or $100,000(CAD) outside the northeast Avalon region. Immigrant Partners need to submit a business plan and a $25,000(CAD) deposit that is refundable once the business investment is made, and maintain a residence in Newfoundland and Labrador.

Immigrant Partners are required to make an exploratory visit to Newfoundland and Labrador. They also need to score at least 50 points on the Newfoundland and Labrador self-assessment.
